That's this! It's just a rider vinyl of Kame Bazooka. He's fantastic and cheap and a little hard to find. I got mine for 700 yen last month on mandarake. Just keep looking for it and you'll snag one.

It's not that it's small, he just can't quite bend his upper body over enough to fully get down on it. That and he has no hands that can truly grip the handlebars.
