Hmm. I'd give it to the whole Machine Empire if I could, but since I can't I'm going to have to look at this one by one.

Mondo: Complete badass. Didn't give a damn early on when the rangers defeated him because he was enjoying having a challenge for once. As he became more desperate he started taking the rangers head on a lot more, which was pretty refreshing to see after Zedd took 1 and a half seasons to fight a ranger. However Mondo did have his ass kicked all those times...

Machina: Meh, she was just background. I think she had like two plans in the entire series. Although one was the amazing singing episode.

Sprocket: I liked him, but he very much felt like a novelty.

Clank & Orbus: Usually had the best plans, and Clank was Scottish. Need I say more?

Louie Kaboom: I liked him far more than I feel I should have

Prince Gasket: Awesome, but there wasn't really enough of him for my liking. Gave us "King for a Day", which is still one of my absolute favourite PR episodes.

Archerina: Even less useful than Machina.

Lord Zedd & Rita: Ahh, the loveable space hobos. I love them to death, but they didn't really achieve anything "evil" in this series at all. They made an awesome purse monster (which for some unknown reason combined with Mondo's monster in the middle of battle) and (hilariously) cheap-shotted the Empire at the very end. The rest was either them bumbling around or simply being a nuisance for the Empire.

So really, it comes down to Mondo or Clank. And I'm going to to give it to Clank simply because he's Scottish.
