Personally, I think it is entirely possible to get international viewers into Super Sentai as France had some seasons of 80s Sentai back in the day (Bioman and some of the following, if I remember correctly). Actually, I always wondered why we got Power Rangers in Europe in the first place, as they did translate and show original Japanese toku before (in Germany, we had the original Godzilla movies and Tokkei Winspector).
These days however, we surely have the problem of the stigma around Power Rangers. Here in Germany, Power Rangers is a show that most people rather frown upon because it has an image of low-budget productions and bad acting. Of course people also consider it overly cheesy.
Also, as we didn't get our own official DVD releases of Super Sentai along with the US, I think it might be harder for people to get into Super Sentai as some shows are not even available online anymore. I wish I could somehow change that, but that also depends on how well-received Ultraman X is on Crunchyroll with the European audience. It is surprisingly popular on the German Crunchyroll, but in relation to how few people watch live action drama in general, it's pretty uninteresiting for the majority. Toku will always have a hard time in Europe because of that negative stigma, I guess :/
