I was hoping that Taki would end up becoming the next Rider because of this. He showed up when Hongo started disappearing and was doing a lot of fighting. It made perfect sense. Then you have random camera dude show up and become the next Rider...it's okay though, I like him.

I'm not really doubting the production reasons, rather the in-universe explanation. If Hongo knew this other guy was a Rider as well, why not just send him abroad? Unless of course Hongo felt more confident doing it himself. But then he's placing the safety of his friends in the hands of somebody he barely knows? Whatever, I guess it doesn't matter in the long run.
