I think it's more because of what people expected. With Dekaranger's police them, it was pretty obvious for them to go with an episodic way of storytelling, but with Ninninger, many people expected it to be Shinkenger2 aka story-driven and somewhat darker.
The thing is, you could of course have done this very well with Ninninger as it does have a very similar base to Shinkenger. But they ultimately decided to go focus on the "Ninja in-training" part of the plot with them learning and experiencing new stuff every episode. I guess that's because the main writer only did filler episodes so far and might have had some trouble with a very thick plot- Shinkenger's main writer was a Sentai veteran who had been around since the 90's and is generally pretty good at crafting stories and characters, on the other hand.
Ninninger might not be a very good season, but it's okay for a young author's first project as a main writer. Dekaranger was written by another veteran author, Naruhisa Arakawa (who also wrote the official parody, Akibaranger), so of course it generally feels much more fleshed out and thought-through than Ninninger.

I'm sorry, but even I think that's impossible and I don't even consider Sun Vulcan as my least favorite show. You might enjoy the second half to some extent but the first half is just... urgh. x,DDD
