Actually I just realized a way they could sort of save this episode and justify Makato not spam using Houdini (since you know CGI budget and all). Have it so in the next episode in one of the fights Specter (probably against Necrom) goes to use Houdini, but it doesn't work again.

Then have an episode where Specter and Houdini actually talk and Houdini explains that this episode was him giving specter his power so Kanon didn't die, because he's not a massive jerk who would let a child die even if everyone involved was ignoring the obvious solution. Have Makato and Houdini have a bonding time through out the episode and earn each others respect, and then come in and save the day somehow.

Also explain why Houdini is in the bike which admittedly might have something to do with Makato's time in the Ganma world and his relationship with Alan since it seems to be implied that that has something to do with how he got his powers, but who knows. Actually Houdini being unwilling to allow Specter to use his power could also tie into him being trapped in the bike by the Ganma, as well as just generally not liking his situation of being trapped and being a ghost

I mean no one probably cares about my idea since, I'm not a writer for the show and thus can not influence how things will play out but hey it's an idea.
