I think they're trading on the irony that the actor, Susumu Terajima, is super famous for playing hardass Yakuza types. Seeing him prance around like a weirdo is gonna be pretty funny for Japanese audiences familiar with his work.

My issue with it was, you can see he's not quite comfortable playing the role. I kind of expect, based on Terajima's brand, that they'll eventually reveal he's hiding a more complicated past.
