No. Super Climax in reality is his Final Form. Liner is great and all but as Matrixbeast said it only exists due to the Imagin being unable to possess him at a certain point. Without them to possess him it can't tap into the full sum of Den-O's power. Liner might be on the same level power wise as normal Climax but I would never call it the final form. I would reserve that for Super Climax since it is in fact an upgrade of what would be his, arguably, most powerful form.
