Digimon has always had their cheesecake characters, but LadyDevimon was nowhere near as prominent as people think. They only remember her because "The catfight between her and Angewomon was hawt."
...Or she was just a memorable character. Whatever. Dominatrix demons aren't really too rare in anime, but I guess it would be a lot of people's first introduction to them...

Personally I'd rather have Angewomon and Lady Devimon kissing or Rosemon's boob jiggle over stuff like Kazemon when it comes to fanservice atleast the former are designed to be like adult women instead of being a 10-11 year old girl.
