I think there's also something to be said for keeping things unique. It does kind of fly in the face of team spirit, but something that everyone gets can be boring. It's the whole "everyone is special, everyone gets to be unique by being the same" fallacy. Whereas giving the upgrade to one character does make them special and does make them stand out.

That's what the whole sixth ranger idea is built on, afterall.
