There was history, but to me, none of it mattered...Our longest lasting villains were turned into jokes, while the shorter lived threats weren't treated with the gravitas they deserved.
Valid points, but I always just kinda look at it as the universe is a big ass place, so they can reign over different quadrants(and IMO the Machine Empire would/could naturally expand out and take more and more territory, much like the Borg). This doesnt explain divatox and astronema(although to be fair, by IS, all villains had organized into a loose affiliation and i always just saw Astronema as another cog in that machine)
