Super TaToBa is just a slightly different power-up of the base suit. If anything, I'd compare it more to Kuuga's Amazing Mighty form - it's a big upgrade of the original powers, but there's still a stronger form out there.

Im kinda leaning towards Super TaToBa being the current ultimate form for OOO's since they seem to be making the recent movies actually a part of the story. The reason I say this is because OOO's can no longer turn into PuToTyra because there are no more purple medals.
