I'm about 20 episodes into the original series, and almost none of them have had any sort of plot development. The first two episodes set up the series, and there's a two-episode Rider switch. Other than that, every single episode is just Shocker sending out a monster and Rider beating it. That's just the nature of the series. The thing is...this is where it came from. The shows started off like this, and with each series the plots became a bigger focus. They added more forms, they added a lot. The same thing happened with Super Sentai - it started off EXTREMELY episodic and became less so over time. People watch the Showa series FOR the episodic nature a lot of the time. Those shows are the kinds of shows that helped to define the MOTW trope, so you can't really fault them for displaying it.

I recommend checking out more Showa series, but do it for: seeing cool monster fights in each episode, cheesy special effects, and to see where the series came from.
