In Black he does eventually power up his Rider Punch and Kick, but it still doesn't feel like a progression at all because nothing changes. He just uses the "new" Punch/Kick from then on which doesn't have a different name or anything, so you just end up forgetting that the moves were ever any weaker to begin with.

Yep.
His first suit was bluish which is called Old 1/ Kyu Ichigo, then there is the Sakurajima ver. which got its name from the filming location(it is the black and green one) and finally the iconic New 1 / Shin Ichigo which has a mint green helmet, the two white racksuit stripes on the sides,and silver boots and gloves.
