You say that, but I really doubt that's the case. When it started MonstersArts was pumping out a huge range of characters across multiple franchises as both mass release figures and web exclusives. It even clearly had plans to move into anime territory as well, given there have been both Macross and Evangelion MonsterArts on display at previous events.
While there's absolutely no way of gauging how successful web exclusives are, the fact that the mass release figures rarely immediately sell out on preorder and often end up discounted after release (not quite as bad as Sentai SHFs, but the point still stands) is pretty telling. And I'm talking about Japan's sales in all of this since I have no idea about Bluefin's sales, but I follow enough people on social media to know Amazon end up discounting half of them at some point too.
Bandai aren't stupid. If they're only producing Godzillas it'll be because Godzilla is the only thing that sells well. The money isn't in highly articulated expensive kaiju figures, its in vinyl toys.
