Yes, it's the inverted form (and as I find, reactionary parody that some idiots took seriously) of the more female-centric SJW/Social Justice Warrior. Both groups that, I find, squabble over petty shit under the guise of fighting for legitimate issues that neither seem to really care about.

Cute feminine girly girls and spunky action tomboy girls are both good, when written properly. The former gets flak because in the past it's often made the ONLY trait of the character, whereas the latter can often result in what amounts to a crossdressing macho man. Both suck. Want some good female characters? Katara and Toph from Avatar and the Mane 6 from MLP.
