The way I interpreted it, depending on the phantoms personality, they adopt their mannerisms and character as a human or not.
I'm not quite sure if Medusa and Phoenix lost their human memories or just ignored them (it's been a while), but as long as they have access to it, they might start acting like their human self. I guess it starts out subconciously, like with Phoenix, but can eventually turn into their Phantom personality, as with Gremlin.
I think Medusa also still hat some features of Mio, but I do think she wasn't aware of that for the most part.

Correct me if I'm wrong, but wasn't there a point where he even believed he would need no other Wizards besides Haruto? Not sure about that one, but that would further support your theory on why he's the most powerful.
