Because the only character to consistently get films is Batman, otherwise it's been Justice League, aside from a scant few (I think 2) Superman films in the past 6 years, and even then, Batman is basically the star of the JL films aside from Throne of Atlantis (Which shockingly features little of him. Green Lantern got a couple*one did decently the others kinda tanked* and Wonder Woman got 1.*which underperformed thus shelving a planned sequel and a solo Batgirl film*

Ofcourse Hulk bombing didn't stop Marvel from making Ant-Man so maybe they just gave up too easily.
