They could a demonic rider series. It could be called Kamen Rider Debiru (Masked Rider Devil). The monsters are demons from Hell and the collectable gimmick could be Skulls that he puts on his belt to give him more power. It could be like Kamen Rider meets Devilman or Kamen Rider meets Shin Megami Tensei.

For a Cyborg theme rider, I think it can work if they have a good gimmick for it. They can have a Cyborg Rider use computer chips inside his belt to allow him to change forms. For the story, it can have the main hero is severely injured in a car crash and a secret government use his life force transferred into an android body. The main hero now has to work with this secret government to fight a group of robot Kaijin. So it can be like Kamen Rider meets The Six Million Dollar Man.
