It's all an elaborate ruse to break Haruto, who could withstand the eclipse event.
It'll turn out that all of Haruto's rings will spawn Phantom level ghouls, including the ones Shunpei, Rinko, and Koyumi are wearing. Killing them all, it will break Haruto and that will spawn a Phantom of epic proportions.
