The Go-Busters-Ninninger Keys are probably going to be gathered from their respective teams for sure by Gai, whereas the others I want to say that they are acquired through the same method. Either that or copies of them were wished for by a treasure they had gathered previously after the Greatest Treasure in the Universe was destroyed.
