Yeah I'm pretty sure the only reason GENM didn't say anything is because they've been trying to be extremely secretive about his identity. They haven't officially revealed anything about him, technically not even the fact that he's called GENM. If he said anything that would immediately allow us to know who he is, which they clearly don't want.

It would certainly be an interesting idea for a character though...also, may still be true, in a sense? I'm pretty much convinced he's Parad, who's a Bugster, and Bugsters being game viruses...well, they're probably AI. And his establishing line was "fate is like a puzzle game..." well, probably not exactly what the speculation is going for, but eh.

We do already know regardless of anything else that he's a higher-up in the Bugster ranks though, so rather than fight mooks he's more likely to command them tbh.
