No, it's about kids as in the protagonists are literally youths. The tone is indeed pretty dark, though not as much as people play it up as sometimes. It's not too different from Ryuki's style in my opinion.

Well Gaim deliberately goes for the whole coming of age angle, so Kouta at the start is very much some random kid fresh out of school in a way Shinji isn't, it's understandable it would feel that way to you.

In Shinnosuke's case it probably comes down to his occasional fits of childish behavior, like how over-the-top mopey he gets about his birthday being close to Christmas. Also he's pretty hotheaded sometimes. That range is what makes him interesting but again I get how you'd feel how you do.
