Chalice wasn't really evil though. His Joker form was out of control, sure, but Hajime himself was a good guy through and through.
Kaixa is more debatable but he was ultimately on the "good" side, even if it's only by comparison to the actual villains.

The reason why the Riders had beef in Ryuki is because most of them were objectively horrible people outside of Shinji and Ren. The whole point of Ryuki was that, this time, the Riders were the monsters. That's not really a trait that's carried on into other Rider series (outside of Gaim). Modern Rider series follow the mold of "We fight at first, realize it was all a big misunderstanding and then team up in the end", which is moreso a trait from Agito.
