Looked at it again - I think it's two mechanics meant for different devices. It seems to skip the "Level Up/A Gacha/etc." but do the LV3 sound if you hold down (I think) the button triggered in the second slot on the belt, and then hold down the thumb button that announces the Gashat's name. Meanwhile the normal LV3 sound is played by holding down the second slot button and then holding down the first slot button.

Maybe it's a Bugvisor thing? It works as a belt and even has a window on it to see the Gashat's display. It would be cool to make use of the LV3 sounds on the main form Gashats, which probably won't be used in the Gamer Driver on-screen, by having them play in the Bugvisor.
