It probably is just the materials. I think the reason you don't notice it in the show is because of the difference in lighting though (I mean throughout this time). The movies have slightly dingy, darker, "cinematic" lighting that I think makes stuff like that stick out more.

I think the basic idea is a "don't count the old guys out just for being old" kind of thing, what with Ambassador Hell helping the Riders out in the end. It fits with the Rider 1 shilling too. Like maybe you're supposed to think Nova Shocker are a bunch of morons? Needless to say it wasn't as well done as it could've been.
