The crown sure goes to Kobayashi as she was not only the one who wrote most of my introductions to toku in general (not counting Magiranger), Sailor Moon, Shinkenger, OOO, but also some of my top favorites, such as Toqger and Gingaman. I really like the way she builds up characters and really gives the team a good balance and chemistry overall. While she tends to have a slump in the middle of the show, her storywriting is more than solid.
Second is of course the wonderful Naruhisa Arakawa. His works always feel VERY Sentai and it's clear that he crafts them with lots of love for the franchise as a whole. I could imagine no other writer doing something that parodies Sentai with as much respect and appreciation as Akibaranger had.
Then there's Michiko Yokote, who I first knew from a manga series she wrote for. She's the main writer of my beloved Goseiger, as well as Gekiranger, which I also adore and worked on Deka and Magi, also shows I like a lot. I feel that her writing has a lot of warmth and positivity to it that I really enjoy.
While I prefer his work in Rider, I also liked what Riku Sanjo did with Kyoryuger and I'd love to see another Sentai with him as the headwriter. He delivers solid work with themes of family and love that, while tragic at times, generally feel very comforting and positive.
Generally, I like writers with an optimistic tone in their work, that can balance serious and light-hearted messages and ultimately give me something emotional to keep in mind at the end.
