I actually think that the acting talent is generally good, considering what they're given. And I really think this highlights how ridiculous some of things in Kabuto were in hindsight. For example: "My name is Tsurugi & I'm going to replace god with a slash of my sword", "I thought you were aware of the fact I'd already become the bee".

I wouldn't go as far as to call it great due to them sometimes sounding like they are just reading their lines (similar to Studiopolis actually).

Sadly the movie was not dubbed. I know that the torrent is still on nyaa. I'll take a look at the black chef episode. I'm sure that will be entertaining. Which Area X episode do you mean? The first time or the time near the end?

My favorite is Kagami. He has this Southern accent to pops in from time to time. Plus, the voice crack is priceless. It fits Kagami so well.

Viz doesn't dub in house, they used Ocean Group for Death Note (which is the best choice Viz ever made). However Viz uses Studiopolis a lot, who are kind of crappy. By no means the worst, but not very good either.

Ocean Group needs more work. They are really good.
