Space Dandy was a special case, I think one of a handful of examples where the dub came out before or at the same time as the sub. Unicorn was also kind of a special case, they made westerners have to buy the Japanese blu-ray, there was no other way Bandai was distributing it at the time. So the made the English Dub available on the disc so they could more easily sell insanely high priced blu-rays to a western audience.

You say there's no reason for things to be simuldubbed, but licensing issues are still a thing. I assume it's what took so damn long for official Dragon Ball Super subs to come out.

Also I was under the impression that RE:96 just re-used the old OVA dub.

Re 0096 just reused the OVA dub with some episode previews narrated by Full Frontal's VA. Daisuki actually had the dub premiere at the same time as the sub since almost all of the VA work was already done.
