Either they'll reuse characters in this one (which could make the Steel interesting), or they'll take old suits and turn them into "new" monsters, which was rather common in the '90s and recently when they used old suits and parts of old suits to fill Sledge's Monster Cells. It's not entirely clear when looking solely at the trailer what the meaning here is.
