Well, at least in the early 90's, I can give the showrunners the benefit of the doubt as they still experimenting with the show and that most children's shows at that time were nothing more than fancy 20 minute long toy commercials.

But you have a point that the showrunners back then only started to make truly good seasons after the show was near cancellation. If that logic does apply nowadays, we can only hope (Super) Ninja Steel is that season that does so badly, that it brings the show near cancellation. Or, more optimistically, Dino (super)charge was that season already, making Ninja Steel the franchise savior.
