Houjou is there to serve as a secondary antagonist for the series. He's never a really strong or credible threat, but his main role is to be an annoyance and occasional hindrance for Agito, Hikawa, and Ozawa. He's going to keep being annoying, but he's never going to do anything seriously evil - in fact, he has several moments where he does the right thing for the right reasons.

I'm honestly not sure what's up with Agito's take on the police. After having them play such a big and positive role in Kuuga, it's like Inoue decided it was important to say "yes, the police are great, but sometimes they're also useless and corrupt dickbags." I really don't get it.
