Houjou is there to serve as a secondary antagonist for the series. I'm honestly not sure what's up with Agito's take on the police. After having them play such a big and positive role in Kuuga, it's like Inoue decided it was important to say "yes, the police are great, but sometimes they're also useless and corrupt dickbags." I really don't get it.

I can accept that his role is being a secondary antagonist and just being a dickweed
But since Ghost I've been more critical, and there is no reason Houjou should still be an officer and never face consequences other than running away
