Chase was one of Drive's most popular characters and Kamen Rider Chaser didn't see a figure release until well after Drive was already over. Popularity doesn't mean immediate release. We'll see Lazer and Genm and any other rider or popular form we still haven't seen in due time. You'd think after this long people would consider patience, especially with releases based on currently-airing shows. If a rider is prominent enough and/or makes enough of an impact, they'll get a figure. That's been the case since W.

As for the Machine Hoodie example, Bandai's rider bikes are all as close to the source as possible. Every bike that transforms has been made into a transformable figuart bike. In Machine Hoodie's case, it transforms into a new form, which if they want both the bike and a Houdini Damashii figuart to be functional, isn't gonna be possible. Either they try it and it ends up finicky or they only release the bike as a bike and people bitch about how it doesn't transform. It's a bad example for your point when you think about the engineering that'd have to go into it.
