Other than the neck area, which does look like it's supposed to mimic the collar of a high school sailor uniform, even then if you actively didn't look for it you wouldn't even notice that detail at all unless you looked at the back, which gives off the impression more. As for how she acted, that's not the point. The point's the design. Nadeshiko acts girly and bubbly when she fights and moves in the suit because that's what her character was; a highschool girl. The same's most likely gonna be for Poppi, too. She's a game idol/dancer. Her acting bubbly and having a bubbly-like design as a rider falls in line with her character.
