I think the complaint is that male Rider designs tend to prioritize looking cool, whereas the female Rider designs tend to prioritize looking stereotypically feminine over looking cool.

Kamen Rider Femme looks cool and in keeping with the show's other designs, but it's undercut by her name being "Kamen Rider Hey-Look-I'm-a-Girl!" (I'm hoping that there's some Japanese wordplay there that makes it cleverer than it seems.) The female movie Riders also have the drawback of being quickly forgotten and generally not "counting" because so many movies are alternate-world stories. With that said, there've certainly been female Kamen Rider designs I've liked. Sadly, most of them have been short-lived.

That this is a unique suit is pretty cool. Given that it's Poppy, I can't really complain about the stereotypical-cute-girl theme.
