Yup. Cars was/is a MASSIVE brand and thus why they keep making movies. The toys are cheap to make and buy (2.99 to get a character... compare that to Transformers where deluxe figures could hit the twenty dollar mark this year) so they make movies pretty much JUST to push the toyline. This is the same reason they made Frozen Fever... push Frozen figures.
40+ for the film this last weekend is very good. Keep in mind that a lot of movies do 40+ at a similar budget... we are just used to Transformers, DC, Marvel, and Star Wars doing insane money.
Also important is the audience scores. The film is getting A ratings from moviegoers and is getting good word of mouth. Conversely, Ghost in the Shell and Baby Boss aren't getting that good of word of mouth (Baby Boss is... okay, word of mouth-wise, but Ghost in the Shell is just getting beaten up due to whitewashing claims as well as people being turned off by the style).
If I had to guess I'd say Beauty and the Beast will remain #1 next week, Power Rangers will end up with a strong second week to have it barely edge past Baby Boss, and Ghost in the Shell will flop HARD, being seen as a Speed Racer-like failure.
