Has anyone else noticed that, whenever Emu's teaming up with past season riders, he likes to jump straight to level 3, rather than stay at level 2?

Like why is that? Is his level 2 not equal to Blade and Baron's base form? Or does his mid-season lack of experience compared to these older riders make him won't to start in a stronger form, just to even things out?

Since the Ghost x Ex-aid crossover movie isn't out online yet for me to confirm this, I'm not treating this as an absolute truth, but I've seen him you Gekitotsu Robots more in crossovers now than in the main show, since the previews for the Movie War do show him using it (obviously around then, he'd just gotten it a week or so ago).
