Of the three Ultraman Zero movies, Mega Monster Battle: Ultra Galaxy Legend, Ultraman Zero the Movie: Super Deciding Fight, and Ultraman Saga, the first one is probably the hardest to watch as a new fan. Most of the characters in the movie are returning ones and the central location is the Ultraman home world, meaning a bit of knowledge about the lore will make the movie a bit less confusing. You *can* watch and understand the movie without any prior knowledge but lore knowledge definitely helps more then the other movies.
The other two though, Zero the movie and Saga, you shouldn't have any problems watching them without any prior knowledge of Ultraman, outside of a few common knowledge things like their three minute time limit. In fact, you don't even need to watch them in order. They're entirely stand alone.
If you're a new fan, I'd actually recommend you skip Mega Monster Battle and go straight to Zero the Movie. Zero is barely in the first one and, outside of learning some backstory and why Zero and Belial are rivals in the first place, there really isn't any thing too crucial you learn about Zero in that movie. At least, nothing that'll mean much if you're not a fan yet. Zero the Movie and Saga are just much easier to watch.
