Because the villains are nothing more than a reason for the Soldiers to even exist. They are not developed in the slightest. Also, Usagi, Mamoru, and Chibi-Usa are the only characters to be developed at all and Usagi is an even bigger selfish asshat than she was in the anime.

I thought the little issues I had with the manga was because of reading comprehension or speeding through certain areas too quickly, but nope, Crystal showed me it was just piss poor story telling.

I'd rather have more development for the heroes and villains overall.*plus Mercury,Mars and Jupiter were my favorites and they get to do more in the anime so bias*.
