Um, no? If you are talking about why Ohranger was considered a failure it had to do with the fact that the 1995 series was about alien robots invading Earth and a military task force fighting back, and in March that same year, a terrorist cult known as Aum Shinrikyo released sarin nerve gas on Japanese subway cars which to the Japanese people was the deadliest attack to happen to their country since America nuked them. Along with the Great Hanshin Earthquake earlier that year, serious gripping alien invasion was not a good tone for the series to have. It would be like New York City's AMC Empire 25 having a Die Hard rescreening in October 2001. What made matters worse was the series was in a bit of a ratings slump since Fiveman so the low ratings just went lower.
The toys of all the weapons and giant robots however sold well enough that Toei was able to greenlight another series for the 20th anniversary, and decided to take the Japanese people's fear and stress of the last year and use the next show as a sort of cultural

by making it an off-the-walls stupid parody of everything Super Sentai was, with wacky jokes and goofy scenarios involving characters who were literally using traffic safety lessons to fight off a pangalactic villainous band of bad drivers. And it was EXACTLY what the Japanese needed at the time and ratings and toy sales boomed.
