I swear to fruit god it's from Episode 21, where Kouta beats Sid but gets interrupted by Micchy.

It's the scene where they're clashing bows, and I'm still sure it's Sid saying it to Kouta. The voice sounded like Sid's angry voice, and it made more sense to me that the guy pinning the other down (Sid to Kouta) was saying he wouldn't forgive Kouta for messing with their plans.

Though now that you bring it up, a strong case can be made that it's Kouta saying it, but his voice sounds so different there, and I (thought) pay attention to how Kouta sounds when he's angry.
