i mean you saw kamen rider poppy fight pardo, she had no chance against him even emu doesnt want her fighting any bugster that's stronger than her, that's how much emu cares about poppy. it's just more of a plot thing than a personal thing against kr poppy.

Isn't she a Level X? And Dan took on Snipe at level 50, so while current Parad and Graphite are a hassle for her, the other bugster shouldn't be a problem, and being lower powered doesn't stop Snipe or Brave from facing their opponents.
