I think the reason why New Omega is so fucked up because the time when this form debuted was in a rather heavy plot ongoing. In episode 9, it focused mostly on Chihiro so they can't give a spotlight for New Omega. And now, in less than 2 episode, they nerfed New Omega just to show how strong Amazon Nanaha is! Oh yeah, check the wikia or the official website. New Omega ONLY gets an additional 3.0 t to his raw power from Omega. Even Neo is still stronger and Jin still kicks ass much better than him.

The way they presented New Omega really gives a vibe of selling toys from Toei again. Well, considering that this is Haruka who is a representation of Heisei Era, it's not surprising that they took this route. I do really hope that New Omega appears much earlier because he spends 3/5 of his total screen time by doing nothing than getting his ass kicked. To rub it even more, I even think that Chihiro is now much more experienced than his first fight in the series. He could have won from Jin if not from his injuries and not holding back so much.
