"Might not be the best?" "ALMOST reaches Emu level?!" Dude, he EASILY beats out Emu in terms of character development due to this simple small character arc alone!!! I don't know how he can't be by now one of, if not, the most developed character in the show. (The ONLY exception I can see is Taiga, but that's up to whenever the heck we get all of the Kamen Rider Snipe Episode 0 Series) Yuya Takahashi was somehow able to take the most static character in the show, and give him a great Arc of development in only 4 Episodes!!! The character development of Hiiro was being able to forgive not only Taiga for not saving his girlfriend, but to forgive himself for his past mistakes with her. When the possibility of bringing her back came up, he began to realize how he not only messed up in giving her a happy ending to her life, but he then went on to blame Taiga for her death. He's now facing his notion that in actuality, he's the one to blame, and therefore, this puts BOULDERS of guilt on Hiiro, to where he has to do SOMETHING in order to make it up to his lost girlfriend, hence why he betrayed the others.
But in this Episode, and the previous one thanks to Taiga, he's finally realized that he needs to let go of the past, and move on forward. And that includes leaving behind not just guilt of Saki's death, but also grudges toward those he blamed, namely Taiga. He said before that until he sees Saki again & makes amends with her, he's unsure he can move on being a great doctor, but now he's realized that he indeed CAN move on without her, because like he says, he will focus on the operation at hand to save the people in front of him.
.....TLDR, SCREW all that "Hiiro's development sucks" nonsense, Hiiro just became the best character in the show. :P
