Both Taddle Legacy and Hyper Muteki Gashats were finished and introduced in episode 35. Kiriya didnt steal the Proto Gashats until the next episode where Emu transforms into Hyper Muteki Ex-Aid. Although the Taddle Legacy Gashat was introduced first, I guess the Hyper Muteki Gashat was finished before it, hence explaining the Taddle Legacy Loophole.
