Like I said I can't really picture how Divatox would have managed to destroy the Zeo powers, given that all her plans in Turbo seemed to revolve around detonators with relatively small blast radiuses (unless of course the whole thing amount to just putting a bomb somewhere, which wouldn't have been the first time).

More character development for Justin would have certainly been welcome though. He'd been in the film for all of five minutes before he was a ranger.

Why did they need destroyed?

They could've had a scene where the Rangers have just gotten their collective asses handed to them by Diva and her Crew of Morons. Down, out, beaten. Justin, being young, has never been in that position before. He sees Tommy's ruined morpher and holds it, wishing there was something he could do.. Well. The Crystal inside starts glowing bright, engulfing them all in blinding light, becoming the Turbo Keys!
