If I recall correctly, wasn't Ginga made during a point in time when Tsuburaya was still recovering from major financial troubles caused by a number of things including poor management and a huge lawsuit. If you take a look at the dates Ginga and Ginga S' episodes aired on, you'll see that both shows went on a break about half way through, an even bigger sign that neither show had a very high budget.
