Heisei Generations FINAL's Evil Rider Revealed: To be Played by Ryukendo's OP Singer Kenji Ohtsuki

Toei had announced the True Enemy of Kamen Rider Heisei Generations FINAL: Build & Ex-Aid with Legend Rider. Musician Kenchi Ohtsuki who had previously sung the Theme Song of that Popular Tokusatsu Show "Madan Senki Ryukendo" is going to play this role. He will play the role of an Evil Researcher named Kaisei Mogami who is planning to Destroy Humanity. He wears a Blue colored mask in his human form.
He can transform into a Warrior called Kaiser. According to the latest Bandai Catalog Scan, Nebula Steam Gun and Gear Remocon (Remote Control) (Gear is new Item in Kamen Rider Build that will replace the Full Bottle) to transform into this warrior called Kaiser. It's not known whether it's possible to include him as a Rider. Nebula Steam Gun will be later used by Kamen Rider Rogue as a weapon for him.

For Kenchi Ohtsuki, it will be the First Movie Appearance in the 11 years. Kenchi Ohtsuki was a singer who sang for Tokusatsu but he had been recently affected by Polyp so it's difficult to say that he might sing the Theme Song for movie.

Kamen Rider Build & Kamen Rider Ex-Aid's Crossover Film "Kamen Rider Heisei Generations FINAL: Build & Ex-Aid with Legend Rider" will premiere on December 9. Sota Fukushi (Gentaro Kisaragi / Kamen Rider
Fourze), Gaku Sano (Kota Kazuraba / Kamen Rider Gaim), Shu Watanabe (Eiji Hino / Kamen Rider OOO), Ryosuke Miura (Ankh), Shion Tsuchiya (JK), Ungirls Tanaka (Chuta Ohsugi), Shun Nishime (Takeru Tenkuji / Kamen Rider Ghost) & Takayuki Yanagi (Onari the Detective) are confirmed to appear in the Movie.
