They actually wanted to do something like that a few years back, a smaller comics company wanted to do stories based on all Ishinomori's heroes but they only ever got the Cyborg 009 comic produced to to rights issues. Though for those they just wanted to do reimaginings of existing riders.
But a purely American Rider? Yeah I'd be down for that.
